They had a budget of around 35 million, pretty good in those days, Shatner got 5 Million to star, due to their mutal contracts, Nimoy got the same, Deforest got 1 Mill, and another Mill was distributed among the lesser cast.
Add to that another couple of Mill that Shatner picked up for writing and directing, a large fee to get Jerry Goldsmith to provide the same godam music he uses in every trek film, and your left with a very small special effects budget.
For the sequances he wanted ILM simply wanted too much money, the studio wouldnt give more money, so they looked around for a cheap effects house, the one tehy found promised good effects but didnt deliver.
Years later the effects could have easily been replaced for teh DVD for around 1 mill, but the studio wouldnt cough up, of course the Shat could have paid himself, but didnt.
