What is the reason for the disproportionate amount of black crime?

Blacks, 12% of the total U.S. population make up 44% of the prison population.

Whites, 70% of the total U.S. population make up 35% of the prison population.

Why the disparity?
 
According to BSS it because the CIA engineered the drug trade in an effort to commit genocide on blacks and lock up the remainder of them. I was just wondering if anyone had a more plausible theory since the war on drugs only has one in one thousand Americans in prisons.
