The Dr. is in with the assassin hired to kill Gibbs' family, and hearing about this sting was an opportunity to get revenge or finish the job.

CoyoteUgly said:The doctor was in Kuwait while the family was murdered back in the States. Additionally, he only treated Gibbs in Kuwait at a MASH, and then Gibbs was shipped back to a real hospital (probably Germany, if memory serves).
