IIRC, there are more people alive today than the total number of humans who have ever lived, so either there are new souls being created all the time to fill up the new humans, or a soul can inhabit multiple bodies at once. Either way, I don't think your soul would go to a new body as soon as somebody died, I reckon it'd float around a bit for a while.
 
I just remember this movie with Robert Downey Jr and Mary Stuart Masterson. He dies and goes to heaven, only to be asked if he wants to come back as a girl or guy, forget to get the shot, so he remember his past life, and meets the daughter of his then wife who remarried.

Sounded a little incestuous to me.

Maybe some humans are given the souls of animals.
