I like to think that was something of a personal joke between him and Nero.

Like back on the Narada maybe Nero would bake cakes and Ayel would always be like "Hey Nero how long until the ROMULAN CAKES are done?" and then when they're read he said "Ayel... the wait (for romulan cakes) is over." and they all have a big laugh about it.

As unconvincing as that photoshopped-on bald cap is, I can say from personal experience that it's probably more realistic than the actual product's. The one I got a while back off of eBay just looked like a condom for someone with a very bulbous willy and the only way it could've been convincing would've been if I'd had no hair beneath it.
